The WHO Pandemic Agreement

The WHO Pandemic Agreement is a proposed international accord currently under negotiation by the 194 member states of the World Health Organization (WHO). Initiated in 2021, this agreement seeks to rectify the shortcomings in global cooperation and capacity exposed by the COVID-19 pandemic.

The COVID-19 Pandemic showed that no country is immune to the impacts of a global pandemic. The pandemic affected every human being on Earth, causing over 7 million reported deaths and approximately 28.5 million excess deaths, with far-reaching secondary health effects. The estimated cumulative global cost exceeds USD $24 trillion. Existing pandemic preparedness, prevention, and response mechanisms have proven to be slow and ineffective.

The existing global public health architecture lacks adequate surveillance and early warning systems, financing, equity safeguards, and investment in vaccine development and other technologies necessary for rapid manufacturing. It also lacks the independent monitoring and accountability mechanisms needed for countries to comply with the International Health Regulations.

Our efforts focus on promoting equity and accountability within the framework to establish a more coordinated and fair global response to future health crises.

The AHF Global Public Health Institute, in collaboration with the University of Miami Public Health Policy Lab, has been actively advocating for a robust and effective WHO Pandemic Agreement. 

By developing evidence, engaging in targeted advocacy, and maintaining an uncompromising commitment to equity, we aim to ensure that all countries, regardless of economic status, can safeguard their populations against pandemics.
